Northwoods Business Licenses: Rhinelander, Minocqua and Eagle River

Northwoods Business Licenses: Rhinelander, Minocqua and Eagle River

If you are opening a business in the Northwoods, the first surprise is that Wisconsin does not issue a general business license. There is no general license at the state or county level, and most cities and towns do not issue one either. Wisconsin licenses activities, not businesses. You register the entity with the Department of Financial Institutions (DFI), register to collect sales tax with the Department of Revenue (DOR), and then obtain whatever license matches what you actually do, such as a food, lodging or alcohol license.

This guide covers three Northwoods communities: Rhinelander and Minocqua in Oneida County, and Eagle River in Vilas County. Minocqua is a town, while Rhinelander and Eagle River are cities. The fees and rules below were verified on October 13, 2026. Fees change, so confirm current amounts with the agency named before you pay.

Step one: register the business with the state

Two state registrations come first for almost every business.

  • Entity filing with DFI. An LLC files Articles of Organization (Form 502) for a $130 filing fee online ($170 on paper). A corporation files Articles of Incorporation (Form 2) for a $100 filing fee. Each entity then files a $25 annual report every year after its year of organization or incorporation, during the calendar quarter that contains its anniversary. Paper filing adds a $15 surcharge, so a mailed annual report costs $40.
  • Seller's permit with DOR. Any seller of taxable products or services must hold a seller's permit. It costs $20 for an initial two-year period and $10 to renew each subsequent two years. You obtain it through DOR's Business Tax Registration system.

The Wisconsin One Stop Business Portal at onestop.wi.gov registers a new business with DFI, DOR and the Department of Workforce Development in one pass. If you want fewer separate filings, start there.

Name and registered agent rules

An LLC name must include “limited liability company,” “limited company,” or the abbreviation LLC or LC. The name must also be distinguishable on DFI records from other registered entities and from reserved names. You can reserve a name for 120 days for $15. A preliminary check in the DFI corporate records database helps, but availability is final only once DFI files your document.

Every LLC and corporation must keep a registered agent with a physical street address in Wisconsin. A P.O. box, mailbox service or answering service does not qualify. The agent's email address is required on the formation document and on every annual report, because DFI sends official notices to the agent. The company cannot serve as its own registered agent. Changing the agent or office costs $10 online or $25 on paper.

Trade names (DBAs)

Registering a trade name is optional, but it is the Wisconsin version of a DBA. It costs $15 per trade name or trademark and is filed online or in person, since DFI no longer accepts mailed trademark filings. Renewal also costs $15 and can be filed in the six months before expiration. Sole proprietors and partnerships may also record a firm name with the county register of deeds under Wis. Stat. 134.17, at a fee set by the county.

Is there an Oneida County business license?

No. Wisconsin has no general business license at the county level, and none is known for Rhinelander, Minocqua or Eagle River. Before you assume none applies, ask the municipal clerk to confirm. Many businesses still need a license tied to their activity, which the rest of this guide covers.

Oneida County sales tax: what you collect

The state sales tax rate is 5%. Oneida and Vilas counties each add a 0.5% county tax, for 5.5%, and inside the city limits of Rhinelander and Eagle River the premier resort area tax (PRAT) adds another 0.5%, for a combined rate of 6%. Minocqua does not appear on DOR's PRAT list, so no PRAT applies there and the combined rate is 5.5%.

LocationState rateLocal add-onCombined rate
Rhinelander (city, Oneida County)5%0.5% county tax plus 0.5% PRAT inside city limits6%
Eagle River (city, Vilas County)5%0.5% county tax plus 0.5% PRAT inside city limits6%
Minocqua (town, Oneida County)5%0.5% county tax; no PRAT (not on DOR's PRAT list)5.5%

The PRAT depends on the exact location, so a business just outside a city boundary may not collect it. Confirm with DOR whether any other rate applies to your address before you set up your point of sale. Register for your seller's permit at tap.revenue.wi.gov/BTR, and use DOR's new business page for current guidance.

Restaurants, lodging and inspections: Oneida County Health Department

The Oneida County Health Department acts as the agent for DATCP, the Department of Agriculture, Trade and Consumer Protection, for restaurants, lodging, pools, campgrounds and temporary events. Some businesses are still inspected by DATCP directly, so ask the health department which agency covers your operation before you apply.

The health department's 2026 lodging application lists these costs for a tourist rooming house:

  • $337 permit fee
  • $592 pre-inspection fee
  • $50 water test for each well, if the property is on a private well

For a private-well property, the listed fees total $979 before any other costs. Ask the health department to confirm the current figures for your property type.

Short-term rentals in Oneida and Vilas counties

Short-term rental rules are the area most likely to change, and the rules differ between Oneida County, Vilas County and each town or city. Before you list a property, check three offices:

  1. The county zoning office, for whether a short-term rental is allowed on your parcel and in your zoning district.
  2. The municipal clerk or town clerk, for any local registration or ordinance in your city or town.
  3. The Oneida County Health Department, if your rental counts as lodging. A tourist rooming house permit is the lodging license most often discussed for this kind of property, and the fees are listed above.

Ask DOR whether your rental income is subject to the state sales tax and the PRAT, since lodging rules differ from retail sales. Resort rentals that offer meals or other services may need additional registrations, so describe the full operation when you ask.

Eagle River: confirm the licensing agency

Eagle River is in Vilas County, not Oneida County, so Oneida County health and zoning rules do not automatically apply. Before you apply for a license, confirm with Vilas County or DATCP which agency issues it for your business. Do not assume the Oneida County process carries over.

Minocqua: alcohol licenses come from the town

Because Minocqua is a town, its alcohol licenses are issued through the town clerk. Rhinelander and Eagle River are cities, so their alcohol licenses come through the municipal clerk. A bar, restaurant or retailer that sells alcohol should ask the correct clerk about licensing timelines and any local conditions before opening.

Shoreland zoning on the lakes

Shoreland zoning is administered by the county, and it controls building and land use near lakes and rivers. Check with the Oneida or Vilas County zoning office before you build a dock, boathouse, deck or sign near water, and before you use a lakefront property for business. Shoreland restrictions can limit a commercial use even when a license is approved.

Seasonal businesses

Seasonal operators often assume that a closed season pauses their obligations. It does not pause the entity's requirements. An LLC or corporation must still file its annual report with DFI during its anniversary quarter, and it must still keep a registered agent in Wisconsin. Check DOR for your sales tax filing schedule, and keep your seller's permit active if you plan to reopen. Ask your CPA how a seasonal schedule affects your federal and state reporting.

Checklist for Northwoods startups

  1. Confirm your entity name meets DFI's rules, and reserve it if you need time.
  2. File your Articles with DFI, and name a Wisconsin registered agent with a physical street address.
  3. Register with DOR for a seller's permit, or use the One Stop Portal for combined registration.
  4. Identify the activity licenses you need: DSPS, DATCP, the Oneida County Health Department, or the municipal or town clerk.
  5. Check shoreland and zoning rules with the county before you commit to a lakefront location.
  6. Calendar your DFI annual report for the quarter that contains your anniversary.
